imail附件设置不了大小？

我把附件default max mailbox size:设为200000000,single message max size:设为100000000,但是增加了一个用户后，发现,邮箱10M,附件大小不超过10M.<br>
各位知道是什么原因吗？

通过对单个邮件的大小来限制.
